Panties on last POLL

It is usual practice in commercial lingerie photographs for models to put their panties on before they attach their stockings (or after they have put on their garter - suspender -  belts). 

But this is restrictive and can be awkward, as it usually means that stockings have to be unclipped to remove the panties. What do you think is the best way to wear panties and stockings together, should panties be slipped LAST (Yes, I think they should be put on last or NO, I do not think they should be put on last).
